Before departing to found Dueffert Gilbertsen in 2020, Paul spent three decades at Washington’s Williams & Connolly handling an extraordinary variety of civil and criminal cases. His first decade focused on, beyond learning the ropes, handling a vast number of libel and privacy case for National Enquirer and its sister publications, which had to be one of the best legal jobs in the United States. His second decade focused on financial cases and products liability, where in the latter he defended manufacturers involved in withdrawals of major pharmaceutical products such as Baycol, Vioxx, and phen-fen. Paul’s third decade shifted to a focus on Medicaid fraud and False Claims Act cases, including serving as national counsel in the Average Wholesale Price litigation for a major drug company.

Before law school, Tom worked in Congress for the late Rep. Michael Oxley, and subsequently for then-State Senator Paul Pfeifer in the Ohio Senate. After graduating from law school, he joined the global competition firm Howrey LLP, as an associate and then partner in antitrust and intellectual property litigation. After ten years at Howrey, Tom joined the international trade and advertising firm Collier Shannon Scott PLLC, where he became chair of the litigation section and served in other firm management positions. Collier Shannon merged into New York-based Kelley Drye & Warren LLP in 2007, where Tom continued until joining Venable LLP in 2010. Before establishing his own firm in 2017, Tom chaired the antitrust and competition practice in the Washington office of New England-based Pierce Atwood LLP. Tom is a member of the D.C. Court of Appeals Board on Professional Liability, and a longtime member of the ABA's Litigation and Antitrust Sections. He is a frequent author and presenter at ABA and other professional seminars on topics of antitrust, consumer protection, professional ethics, and agency enforcement litigation.
